A grandmother faces eviction from her home after waging a 12-year campaign of harassment against her neighbours during which she made their lives a ‘living hell’.

Joan Nisbet, 71, sprayed weedkiller in a woman’s face, blared gangster rap music, took part in naked sex acts and drove one neighbour to the brink of suicide.

In an unprecedented move, Croydon Council in Surrey have applied to place a closure order on her home in Kenley – a procedure normally used for shutting down drug dens.

Town hall chiefs are also applying for her to be given an ASBO, stopping her from visiting her house, which she owns, and those of her neighbours.

Nisbet, currently serving a four-month prison sentence for breaching a restraining order in January, appeared in court on May 1 as the council applied to have her evicted from her home for three months.

After the hearing, Croydon Council spokesman Danny Brierley said: ‘The order would evict her from her home for three months and, if her behaviour does not show improvement within that time, we will apply for another three-month extension.

‘We are also applying for an antisocial behaviour order which would prevent her from visiting her own or her neighbours’ homes in Kenley.’

During her 12-year campaign, she:

– Sprayed weedkiller into the face of neighbour Lorraine Crowley, 55, and threw a pot of paint over 47-year-old Maria Bignell;

– Blared music from gangsta rap group NWA, along with Eminem and Queen songs into the early hours;

– Took part in sex acts with a boyfriend in the garden, forcing Maria and husband Mark into building a 7ft 6in fence.

– Threatened to kill Mrs Bignell’s children.

– Drove Mrs Crowley’s husband, Paul, to the verge of taking his own life.

In September, she was hit with a suspended jail sentence and a restraining order – but was hauled back in front of judges after she viciously mocked Mr Crowley for trying to commit suicide.

At her trial in September, Mrs Crowley, 54, told Croydon Magistrates Court: ‘She is evil. The past year has been hell. She terrorised the whole neighbourhood, insulting the children and playing music so loud you could hear it all down the road.’

Mrs Bignell later added: ‘The 12 years of living next to her have been a living hell.

‘It is about time the council acted. I hope she has her house taken away from her permanently. She does not deserve one.

‘She is a nightmare, so we are glad the council are now doing something about it.’

The closure order hearing has been adjourned until May 28.

A new website hopes to bridge the gap between criminals behind bars and the outside world. lists hundreds of photo personals of inmates looking to share intimate letters with just the right stranger.

The site says that many prisoners are ‘fun’ and ‘loving’ like everyone else… they’ve just committed felonies.
On the site, prisoners pay to list a 250 word personal ad to attract a pen-pal.

‘These inmates have nothing but time on their hands and can’t wait to hear from you,’ the site reads.

‘Even though these men and women are in prison, it doesn’t mean that they are bad individuals. The majority of these inmates are fun, loving, clever, reliable, sexy and very passionate.’

Interested pen-pals can browse inmates for free, selecting the age and gender of their incarcerated interest.

The site provides lists of the newest ladies and gentlemen on the site, as well as those members who have not yet received any mail.

‘It can be a lot of fun communicating with these inmates…They enjoy sports, music, arts, etc. just as you do. However, they are convicted felons and caution should be used.’

For their part, inmates post a photo (or two), their height, religion, release date, and their Department of Corrections number, among other things, and often exclude the reason they’re in prison.

It’s very future forward, having incarcerated singles list their occupation before the pokey as well as their interests inside.

Inmates write whether or not they prefer to receive letters from men, women, or both.

‘I’m bisexual, so if you’re interested, I am open to all,’ Amy Doyle, from Oklahoma writes.

‘Treat these male and female inmates with some dignity and respect,’ the site says. ‘After all, these individuals are human beings, have feelings, and many of them want to straighten out their lives.’

One can search for a prisoner’s criminal history by searching their Department of Corrections number.

Users of the site must be 18 years or older and sending money of any kind is not encouraged.

‘These men and women are inmates and are usually in prison for good reason. This is, not,’ the site says.

Some inmates have been known to scam their pen-pals, even posting fake photographs and information in order to attract a victim.

But many are looking for the real thing, someone to write to and care about.

Most inmates do not have access to email and phone calls are very costly, so snail mail is the only way to hear news behind bars.

‘I got involved with the wrong guy at a young age and I am paying the price, now I want to find the right guy,’ said Maeghan Rice, who’s in prison for second-degree murder.

A Canadian stuntwoman is flushed with pride after setting a new land speed record for the world’s fastest motorised toilet.

Jolene Van Vugt, 31, reached 46mph on the loo in Sydney – about 4.5mph faster than the previous Guinness world record.

“I flew into Australia yesterday and came out here to jump straight on the toilet,” said Van Vugt.

“That was so fun and I’m stoked to get the record.”

Although a few technical issues threatened to derail the attempt, she completed the stunt in both directions with an average of the two speeds taken to give her the new world record.

Van Vugt holds a host of other world records, including being the first woman to backflip a dirt bike.

A dentist pulled out all her ex-boyfriend’s teeth after he dumped her for another woman – who has now left him because he is toothless.

Anna Mackowiak, 34, is facing jail after taking her revenge on 45-year-old Marek Olszewski when he turned up at her surgery with toothache just days after breaking up with her.

She gave him a heavy dose of anaesthetic and plucked his teeth out.

She then wrapped his head and jaw in a bandage to stop him opening his mouth and said there had been complications and he would need to see a specialist.

The dentist, who works in Wroclaw, Poland, said: ‘I tried to be professional and detach myself from my emotions.

‘But when I saw him lying there I just thought, “What a b******”.’

Mr Olszewski said: ‘I knew something was wrong because when I woke up I couldn’t feel any teeth and my jaw was strapped up with bandages.

‘She told me my mouth was numb and I wouldn’t be able to feel anything for a while and that the bandage was there to protect the gums, but that I would need to see a specialist.

‘I didn’t have any reason to doubt her, I mean I thought she was a professional.

‘But when I got home I looked in the mirror and couldn’t f****** believe it. The b**** had emptied my mouth.

‘The new girlfriend has now left me saying she can’t be with a man without teeth.

‘And I’m going to have to pay a fortune on getting indents or something.’

Mackowiak is being investigated for medical malpractice and abusing the trust of a patient. She could face three years in jail.

Metal thieves in the Czech Republic dismantled an entire 10-ton bridge and more than 650ft of track.

The gang reportedly arrived at a depot in Slavkov, in the east of the country, with forged paperwork claiming that the footbridge over the disused railway track had to come down.

A Railways spokesman, Pavel Halla, said the cost of the theft was worth millions.

“The thieves said they had been hired to demolish the bridge, and remove the unwanted railway track to make way for a new cycle route,” he said.

“It was only after they had gone that checks were made and we realised we’d been had. The cost of replacing the bridge will run into millions.”

Scrap metal theft has can cost millions to the victims.

In most metropolitan cities, you’d be loath to touch the elevator walls, let alone lick them. But thanks to a new installation in London, the lickable wallpaper dreamed up in “Willy Wonka & the Chocolate Factory” is now a reality.

Employees at Engine, a communications firm, recently got their first taste of the wallpaper, which features 1,325 McVitie’s Jaffa Cakes and is posted to one of the building’s elevators. It’s called Spot of Jaffa, and was created by mad scientist chef Heston Blumenthal and Damien Hirst. The project took a team of food technicians and artists four weeks to develop with the hope of encouraging some sweet stress-relief.

If you’re wondering what a Jaffa Cake is, you must not be from the U.K., where these little treats are popular. Jaffa Cakes look like cookies, have a sponge-cake base, a layer of orange-flavored jelly and are coated in chocolate.

And if you’re thinking about how unhygienic this is, don’t worry. According to The Sun newspaper, every Jaffa Cake can only be licked once, as a bell boy removes the saliva-doused stickers.

JEFFERSONVILLE, IND. (WDRB) — Jeffersonville High School is paying students $100 for every Advanced Placement science, math, and English test they pass. “It’s that extra motivation to do well,” says freshman Kegan Cane.

Jeffersonville is one of nine high schools selected to split a $7 million grant from the Indiana Department of Education. “We’re extremely excited about it,” says Assistant Principal Ginger Whitis. “This means we can now break down barriers for students who may not have looked at AP courses.”

Senior Zach Blankenbaker says, “With that incentive, you’re looking at, well, if I pass this class, this class, and this class, I could be looking at two or three hundred dollars. That’s a great way to help with the study habits of a high school student.”

Blankenbaker’s two weeks away from taking six AP exams. Unfortunately, he won’t be paid because the program starts next year. “I’m thinking I’m going to be studying like no other,” he says. But he also says the real incentive lies in the fact that for every AP test a students passes, they earn college credit.

AP Biology Teacher Melissa Brewer says, “I’m just excited to have extra training and the potential for extra equipment.” That’s also part of the grant money coming to Jeffersonville High. Brewer will be paid as well, $100 for every one of her students who passes the AP test. “They’re difficult,” she explains. “The pass rate is among 50 percent.”

Last year of 356 AP exams given, only 117 students earned the 3, 4, or 5, score necessary to pass. The school must more than double those results by 2015 under the terms of the grant. So while the incentive is great, it’s now up to the students and teachers to make the dollars make sense.

The Department of Education says the $7 million for this program comes from private donations. Jeffersonville is the only school in southern Indiana taking part in the program.
